Neeli only works if the person on the other end of the call is safe to talk to. That is not a slogan — it is the entire product. These guidelines say what we expect, what we will not tolerate, and what we do about it.
They apply to everyone: users and listeners, on calls, and in profiles, bios, nicknames, photos and reports. Listeners are held to these rules more strictly, not less.
What Neeli is for
Neeli is for supportive, non-judgemental listening. Someone talks; someone else listens properly. That is the whole shape of it.
Good conversations here tend to have some things in common: nobody is rushing, nobody is competing, nobody is being fixed. You do not have to justify why something is upsetting you, and you do not have to be in crisis to deserve an hour of somebody's attention.
Neeli is not therapy, counselling or medical care, and listeners are not licensed mental health professionals. Nobody on Neeli may claim otherwise. Please consult a qualified healthcare professional for medical advice, diagnosis or treatment.
Neeli is not an emergency service
If you or someone else is in immediate danger, or you are thinking about suicide or self-harm, please contact one of these free services right now. They are staffed by trained professionals.
Neeli is not random or anonymous chat
This matters enough to state on its own.
Neeli does not pair you with a random stranger, does not run a roulette-style queue, and is not a dating, hookup or flirting service. Every listener has applied, completed identity and age verification, and been trained on these guidelines before their profile appears. Users browse the listeners who are online, read a bio, check languages, and choose one. Nobody is ever connected to you without you choosing them first.
Attempting to use Neeli as a random-chat, dating or sexual-contact service is a breach of these guidelines and of the Terms and Conditions, and ends accounts.
How these rules are enforced
Four mechanisms, all of them live:
- Screening before anyone can take a call. Listening on Neeli is not self-serve. Applicants are verified and trained before going live, and profile photographs, nicknames and bios are reviewed before they are shown to anyone. Content that breaches these guidelines is removed when we become aware of it.
- Reporting, in the app, on every call. A report control is available during a call and after it ends, with specific reasons and a free-text box. Every report is read by a person, and we act on reports of prohibited content or behaviour within 24 hours.
- Blocking. You can block any account. A block removes that account from your view and prevents any further contact between the two accounts — neither side can call the other, and neither appears to the other again.
- Published contact information. Our support, safety, privacy, billing, Grievance Officer and child-safety contacts are all published on the Contact us page, each with a stated response time.
Never allowed — immediate permanent ban
These result in permanent removal on first occurrence, without a warning step. Where the law requires it, we also preserve evidence and report to the authorities.
Anything involving a child
Child sexual abuse and exploitation (CSAE) is absolutely prohibited on Neeli. This includes child sexual abuse material (CSAM), the sexualisation of a minor in any form, grooming, sextortion, soliciting sexual content from a minor, sharing sexual content with a minor, trafficking, and any attempt to use Neeli to contact a minor for a sexual purpose.
Neeli is for adults aged 18 and over. Any account found to belong to a minor is closed. Any account that engages in CSAE is banned permanently, reported to the National Center for Missing and Exploited Children (NCMEC) and to Indian law enforcement, and handled in accordance with the POCSO Act, 2012 and section 67B of the Information Technology Act, 2000.

Sexual content and solicitation
No sexual content of any kind: nudity, partial nudity, sexual acts, masturbation, sexual role-play, sexual propositions, or advertising "adult services". This applies to conversations, profile photos, bios and nicknames. Asking someone to remove clothing, turn on their camera for a sexual purpose, or continue a conversation sexually is a ban.
Violence, self-harm promotion and terrorism
No threats of violence against anyone. No promotion, encouragement or instruction of suicide or self-harm. No content supporting, glorifying or recruiting for terrorism or violent extremism.
Talking about your own pain, including suicidal thoughts, is not a violation — that is what Neeli is for, and it will never get you banned. Encouraging someone else to hurt themselves is.
Exposing someone's private information
No sharing another person's private information without consent — phone numbers, addresses, workplace, identity documents, financial details. No non-consensual intimate imagery. No threatening to expose someone.
Recording or sharing a call
No recording, screenshotting, screen-capturing, streaming, transcribing or redistributing a Neeli conversation, in whole or in part. Neeli does not record calls, and neither may you.
Fraud and financial exploitation
No asking users for money. No offering money outside the app. No investment schemes, lending, betting, MLM or "urgent help" stories. No moving a payment off-platform for any reason.
Not allowed — warning, then suspension, then ban
These follow the enforcement ladder, weighted by severity and history.
Harassment and hate
No abuse, insults, intimidation, stalking, or repeated unwanted contact. No hate speech or degrading treatment based on caste, religion, community, region, language, gender, sexual orientation, disability, age or appearance. Casteist and communal abuse is treated as severe.
Impersonation and misrepresentation
Do not pretend to be someone you are not. Do not use another person's photograph. Do not misrepresent your gender or identity to obtain calls. Listeners must be the person shown on their profile, with their face visible on video calls where the profile represents that.
Spam and promotion
No advertising, no promoting other platforms or services, no recruiting, no bulk or repetitive messaging, no scripted sales conversations.
Taking contact off-platform
Do not share or request phone numbers, social media handles, email addresses or payment identifiers, and do not ask to continue the conversation elsewhere. This rule exists because every protection described on this page stops working the moment a conversation leaves Neeli.
Wasting a paid conversation
Listeners must be present and attentive. Staying silent, going idle, leaving a call running while doing something else, or stretching a call artificially is a serious breach and can lead to forfeiture of earnings.
Illegal activity
No drug sales, weapons, gambling solicitation, or coordination of any unlawful act.
Standards for listeners
Listeners carry additional obligations, set out in full in the Listener Agreement.
- Be present. Take calls only when you can give them your attention. Do not go idle, do not multitask, do not take a call from a place where you cannot speak freely.
- Be who your profile says you are. Real photo, accurate languages, accurate bio.
- Never claim to be a professional. You are not a therapist, counsellor, psychologist or doctor. Do not diagnose, do not name conditions, do not advise on medication, and do not give medical, legal or financial advice.
- Never ask for money. Not tips, not gifts, not loans, not payment outside the app. Never share payment details with a user.
- Keep confidence. What a user tells you stays with you. Do not repeat it, do not discuss it with other listeners, do not post about it. The only exception is a safety escalation.
- If someone is in crisis: stay on the call. Do not panic and do not hang up. Tell them you are glad they told you. Share Tele-MANAS 14416, KIRAN 1800-599-0019 and 112. Encourage them to contact one of these now, or to reach someone physically nearby. Report the call to Neeli's safety team afterwards at contact@neeliapp.com. Never promise confidentiality that would require you to stay silent while someone is in danger.
- Never sexualise a conversation, and end any call that turns sexual, then report it.
Standards for users
- Treat listeners as people doing a job that is harder than it looks.
- Do not demand personal details — full name, location, phone number, social profiles. Listeners are not permitted to give them.
- Do not pressure a listener into sexual conversation, video, or anything they have declined.
- Do not use the threat of a bad report, a refund or a chargeback to get something from a listener.
- Do not use a call as an audience for abuse.
Privacy inside a conversation
What is said on a Neeli call is private between the two people on it.
Listeners are bound to confidentiality. The only exception is where safety or the law requires disclosure — for example a credible risk to someone's life, or a lawful order from an authority.
Neeli does not record calls. We keep metadata (who, when, how long) for billing, safety and dispute resolution, as described in our Privacy Policy.
How to report someone
During or after a call: use the report button. Choose the reason that fits best, and add anything else in the description box. Reporting from inside the call attaches the call reference automatically, which makes the investigation much faster.
Reasons you can pick from include abuse or harassment, nudity or sexual content, asking for money, scam or fraud, not talking or being inattentive, face not visible, misrepresented gender, impersonation, threats, promoting self-harm, sharing contact details or moving off-platform, suspected minor, and anything else via free text.
By email: contact@neeliapp.com. Please include your registered email address, the other person's nickname, the approximate date and time, and what happened.
Blocking: blocking an account removes it from your view and stops any further contact between you — no call can be placed in either direction once a block is in place. Blocking is not the same as reporting. A block protects you; a report is what stops the same thing happening to the next person, so if someone broke these guidelines, please report them as well.
What happens after you report
- Your report reaches the safety team, and is reviewed by a person.
- We look at the report, the account history of both sides, and the metadata for the call. We do not listen to the conversation, because it is not recorded.
- We act on reports of prohibited content or behaviour within 24 hours.
- Possible outcomes: no action, a warning, a feature restriction, forfeiture of promotional credits or listener earnings, suspension, permanent ban, device and email ban, or referral to law enforcement.
- We will confirm that we have reviewed your report. We will not tell you what action was taken against the other account — that is their personal data.
Filing deliberately false reports to harm someone is itself a violation.
Appeals
If you believe an enforcement decision against your account was wrong, email contact@neeliapp.com within 30 days, from your registered email address, explaining what you think we got wrong. A reviewer who was not involved in the original decision will look at it, and we will respond within 15 days.
Bans for child safety violations, non-consensual intimate imagery and credible threats to life are final.
Legal escalation
We report confirmed child sexual abuse material to the National Center for Missing and Exploited Children (NCMEC) and to Indian law enforcement, and we comply with our obligations under the POCSO Act, 2012 and the Information Technology Act, 2000.
We cooperate with lawful requests from courts, regulators and law enforcement, and we preserve evidence where an offence may have been committed.
